摘要
利用综合指标法、区位熵、基尼系数和面板数据模型分析了我国建设用地变化特征和经济效率特征,并基于此划分了建设用地管制分区,提出了差别化的优化策略。结果表明:①我国建设用地增量与增速显著,省域差异明显,综合增量与增速可将我国划分为绝对活跃区、速率活跃区、总量活跃区和迟缓区;②建设用地经济效率呈"东-中-西"递减的格局,且研究期内高值区域优势降低,中值区域增速明显,部分低值区域略有上升,省际间总体差距相对合理并呈缩小趋势,带内差距小于总体差距,且东部差距大于中部与西部;③经济基础、产业结构、资本和科技投入强度对建设用地经济效率具有正效应,劳动力投入强度则存在负效应;④全国可划分为8种管控区域,应根据不同区域的建设用地变化现状和经济效率水平制定差别化的管控策略。
In this paper,we used the comprehensive index method,location entropy,Gini coefficient and panel data model to analyze the change characteristics and economic efficiency characteristics of construction land in China.On the basis of this,we divided the construction land management and control division,and proposed a differentiated optimization strategy.The results illustrate that the increase and growth rate of construction land in China are significant,and the provincial differences are obvious.Combined increment with growth rate,China can be divided into four regions,such as absolute active region,rate active region,total active region and slow region.The economic efficiency of construction land shows a spatial pattern of"East-Middle-West"decline.The advantages of high-value regions decreased during the study period,the growth rate of the median region was obvious,and the low-value region increased slightly.Besides,the inter-provincial gap is relatively reasonable and reduced.The trend is that the gap within the band is smaller than the overall gap.The gap in the east is greater than that in the central and western regions.The economic level,industrial structure,capital and investment intensity of science and technology have positive effects on the economic efficiency of construction land,and the effect of labor input intensity is negative.As a consequence,China can be divided into 8 control areas.Different management and optimization strategies should be formulated according to the current situation of construction land change and economic efficiency level in different regions.
