山东省特色小镇的内生式发展路径研究

Endogenous Development Path of Characteristic Towns in Shandong Province

特色小镇有自然资源、文化资本、技术资本和服务需求四种代表性发展模式。山东省特色小镇的发展模式以技术资本模式为主导,存在发展仍以传统旧动能为主、建设主体多以政府为主、建设资金存在较大缺口、缺乏人力资源支撑等问题。山东省特色小镇内生式发展需要合理配置资源、有效集聚人才、实施创新驱动,通过挖掘可持续发展的特色产业,打造多样化发展路径,推动特色小镇与经济发展新动能的融合,处理好市场竞争与政府监管的界限,拓宽投融资渠道,强化人才支撑,以推动特色小镇可持续发展。

Characteristic towns have four representative development models:natural resources,cultural capital,technological capital and service demand.The development model of characteristic towns in Shandong Province is dominated by the technology capital model.There are many problems in the development of characteristic towns,such as the development being dominated mainly by traditional old kinetic energy,the government being the main body of construction,the large gap of construction funds,the lack of human resources and so on.The endogenous development of characteristic towns in Shandong Province needs rational allocation of resources,effective gathering of talents and implementation of innovation drive.To promote the sustainable development of characteristic towns,governments need to tap the characteristic industries of sustainable development,create diversified development paths,promote the integration of Characteristic Towns and new momentum of economic development,handle the boundaries between market competition and government supervision,broaden investment and financing channels,and strengthen talent support.
