基于湖泊保护和利用的城市远景发展战略规划研究——以昆明市为例

Strategic Planning for Urban Vision Development Based on Lake Conservation and Utilization——A Case of Kunming

滇池是位于昆明市周边的一座天然高原湖泊,其生态、景观等价值对于昆明市的发展具有非常重要的作用。近年来随着昆明市经济的不断发展,滇池的水环境受到极大的影响。本文首先回顾了滇池水环境治理历程,对昆明城市发展思路及城湖关系的定位进行了反思,从充分保护和利用湖泊的角度,对昆明市重大城市发展战略问题进行了研究。研究得出,未来应对昆明都市区和滇池流域的人口规模进行控制,通过控量提质引导合理适宜的人口发展,提出未来昆明城区构建“半山半城,北聚南疏”的空间发展战略及空间建设模式,通过湿地恢复与建设、重塑自然山水景观格局,实现人水和谐、城湖共生,使昆明市成为一座更加健康宜居的城市。

Dianchi Lake is a natural plateau lake located around Kunming,and its ecological,landscape and other values play a very important role in the development of Kunming.In recent years,with the continuous development of Kunming,the water environment of Dianchi Lake has been greatly affected.This paper firstly reviews the process of water environment management in Dianchi Lake,reflects on the thinking of urban development in Kunming and the orientation of the relationship between cities and lakes,studies the strategic problems of major urban development in Kunming from the angle of fully protecting and utilizing the lake,studies and concludes that the population size of Kunming Metropolitan Area and Dianchi Basin should be controlled in the future.In the future,Kunming will construct the spatial development strategy and spatial construction mode of“half mountain and half city,north gathering and south sparse”,and make Kunming become a more healthy and livable city by restoring and constructing the wetland,reshaping the natural landscape pattern,and realizing the harmony of man and water and the symbiosis of city and lake.
