乡村振兴视角下农业保险和农村信贷的互动效率——基于三阶段DEA模型

Interaction Efficiency of Agricultural Insurance and Rural Credit from the Perspective of Rural Revitalization——Based on Three-Stage DEA Model

基于乡村振兴战略目标的视角,运用三阶段DEA模型对我国农业保险与农村信贷互动机制进行效率评价.评价结果表明,现阶段我国农业保险和农村信贷的互动机制对农村经济的发展具有一定的支持作用,但是受政府保费补贴政策、自然灾害水平以及教育水平等环境因素的影响较大.在剔除了环境变量与随机扰动项之后,银保互动机制的效率上升至0.816,但仍存在帕累托改进空间.各地应因地制宜,设计不同的改进策略,通过多种手段提高农户的防灾减灾水平,在银保合作机制的推动下早日实现乡村振兴的战略目标,提高社会整体福利水平.

Based on the perspective of the strategic goal of rural revitalization,this paper uses the Three-Stage DEA model to evaluate the efficiency of the interaction mechanism between agricultural insurance and rural credit in China.The evaluation results show that the interaction mechanism of agricultural insurance and rural credit in China has certain supporting effect on the development of rural economy,but the government's premium subsidy policy,regional level and natural disasters are greatly influenced by environmental factors such as education level.After removing environment variables and random disturbance terms,the efficiency of bank-insurance interaction mechanism increased to 0.816,but there was still room for pareto improvement.This paper points out that different regions should design different improvement strategies according to local conditions,improve the disaster prevention and reduction level of farmers through various means,realize the strategic goal of rural revitalization as soon as possible under the promotion of bank-insurance cooperation mechanism,and improve the overall social welfare level.
