生态补偿机制下经济效益与环境效益的优化研究——基于安徽大别山连片贫困区的实证分析

大别山片区是国家连片特困区和重点生态功能区交叉重叠的区域之一,贫困与生态问题相互交织,由于生态保护建设的要求,经济产业开发受到了限制,生态补偿机制作为调解这一矛盾的有效手段起着关键作用,该机制的实施与经济发展之间是否存在关联引人关注.鉴于此,文章以安徽大别山连片区9个贫困县为例,通过模糊综合评价方法对该区域经济效益、环境效益进行评估,并利用灰色关联方法对两者间的耦合关系进行量化分析.结果表明:安徽大别山区生态补偿机制产生的经济效益与环境效益之间存在着一定的耦合关系,环境效益的提升能够有效促进经济效益的提升,且其效用可能随着时间的推移出现减弱现象,需要结合实际不断完善和修订政策的内容.

The Dabie Mountain area is one of the overlapping areas between the special hardship areas and the key ecological functional areas.Poverty and ecological problems are intertwined.Because of the requirement of ecological protection construction,economic and industrial development has been restricted.Ecological compensation mechanism plays a key role as an effective means to mediate this contradiction.In view of this,this paper takes nine poor counties in Dabie Mountain Lian District of Anhui Province as an example,evaluates the economic and environmental benefits of the region through fuzzy comprehensive evaluation method,and quantitatively analyzes the coupling relationship between the two by using grey correlation method.The results show that:There is a certain coupling relationship between the economic benefit and the environmental benefit produced by the ecological compensation mechanism in Huidabie Mountain area.The improvement of the environmental benefit can effectively promote the economic benefit,and its utility may weaken over time,so it is necessary to constantly improve and revise the content of the policy in combination with the actual situation.
