中低收入人群保障房空置研究——以铜川市老城区为例

Study on the Vacancy of Affordable Houses for the Middle and Low Income People——A Case of the Old Town of Tongchuan

住房问题是现代城市社会问题之一,对于中低收入人群来说,保障房的建设是一项惠民工程。然而,随着空置的保障房在全国大面积地出现,表明一些政策措施没有起到应有的作用,对弱势群体的安居问题缺乏足够的关心,致使中低收入阶层居民住房问题不断激化。此次研究以保障房空置现状为切入点,通过调查问卷和访谈法,对铜川老城区中低收入阶层的居住空间需求展开认知性研究,并描述了中低收入人群居住现状;针对其对保障房面积、户型及周边设施的期望,解析保障房供给的空间特征;总结保障房空间布局中存在的主要问题,并就保障房建设中存在的不足提出建议。

Housing problem is one of the social problems in modern cities.For low-income people,the construction of affordable housing is a project for the benefit of the people.However,with the emergence of vacant housing in a large area of the country,it shows that some policies and measures have not played their due role,and there is a lack of enough concern for the housing problems of vulnerable groups,resulting in the continuous intensification of the housing problems of low-income and middle-income residents.Based on the current situation of vacant housing,this paper conducts a cognitive research on the residential space demand of the middle and low-income groups in the old urban area of Tongchuan by means of questionnaire and interview,describes the living situation of the middle and low-income groups and analyzes the spatial characteristics of the supply of the affordable housing according to their expectation on the area,type and surrounding facilities of the affordable housing,and then summarizes the main existing problems in the spatial layout of the affordable housing.Finally,the paper puts forward suggestions for the construction of affordable housing.
