宁夏中卫市动物疫情监测预警模式

Analysis on the Model of Animal Disease Monitoring and Early Warning in Zhongwei City of Ningxia

宁夏中卫市以市、县、乡三级动物防疫体系为主体,整合执业兽医、乡村兽医和村级动物防疫员等兽医社会化服务体系为辅助力量,创建了"一主两辅"动物疫情监测预警模式。通过设置动物疫情固定监测点,开展兽医技术合作服务,推行兽医社会化服务改革,聘任动物疫情测报员,建立动物疫情举报奖励机制等举措,多方位、宽领域、深层次、全覆盖开展动物疫情监测,有效解决基层动物防疫机构人员编制不足短板,疫情监测频次覆盖面低,早期揭发能力不足等突出问题,把"疫控"与"医治"紧密结合,突出监测预警作用,实现"早、快、严、小"应急处置疫情,有助于基层动物防疫工作实践和改革创新。

The model of animal disease monitoring and early warning with"one domination and two subsidiaries"was established in Zhongwei City of Ningxia,in which,the animal disease prevention systems at municipal,county and township level made up the main part,licensed veterinarians,rural veterinarians,village animal disease inspectors and other veterinary socialized services were integrated as the subsidiary one. Through a series of measures,including setting up fixed points for monitoring animal diseases,carrying out veterinary technical cooperation,promoting the reform of veterinary socialized service system,hiring monitors and reporters for animal diseases as well as establishing incentive mechanism for reporting animal diseases,the monitoring pathways and routes were widened to fully carry out all-round,wide-ranging and in-depth monitoring and some prominent problems in animal disease prevention institutions at grass-roots level were solved,such as,inadequate staffing,low coverage and frequency of monitoring,poor capability of early detection,etc. In addition,the"control"and"treatment"were tightly integrated with the highlight of monitoring and early warning so as to response to diseases with the state of "early,rapidly and strictly to reduce relevant loss to a minimum extent",which would contribute to the practice,reform and innovation of animal disease prevention at grass-roots level.
