创新驱动、政府规制与资源型城市转型效率研究——基于Super-SBM模型的实证分析 被引量:16

摘要 转型升级是资源型城市可持续发展的现实选择。本文构建了资源型城市转型效率的评价指标体系,采用Super-SBM模型对30个典型资源型城市转型效率进行实证测算,阐释了创新驱动和政府规制推动资源型城市转型的联动机制。研究结果表明,30个资源型城市的转型效率和影响因素各不相同,其动态演化可以分为不同情况:黑色金属及加工城市的创新驱动与全要素生产率变动基本上呈现稳定状态,大部分石油和煤炭开采城市的创新驱动与全要素生产率变动分别呈现逐年递增趋势和递减态势,少部分资源型城市的创新驱动与全要素生产率变动呈波动状态或者变动方向不一。从长期发展趋势来看,30个资源型城市的创新驱动水平与转型效率之间呈现正相关关系。因此,需要通过创新驱动促进资源型城市的产业升级和内生发展,通过政府规制为城市转型进行长期规划,着力消除城市转型发展过程中的各种阻滞因素。 Transformation-upgrading is a realistic choice for sustainable development of resource-based cities.The evaluation index system is established for the transformation efficiency of resource-based cities,and the Super-SBM model has been used to measure the transformation efficiency of 30typical resource-based cities,then the linkage mechanism is explained of innovation driven and government regulation promoting the transformation of resource-based cities.The results show that the transformation efficiency and influencing factors of 30resource-based cities are different,its dynamic evolution can be divided into different situations.Innovation driven and TFP changes in ferrous metals and processing cities are basically stable.In most oil and coal mining cities,the innovation driven and TFP changes are increasing and decreasing year by year.The innovation drive of a few resource-based cities and the change of TFP are in a fluctuating state or in different directions.In terms of longterm development trend,there is a positive correlation between innovation driven level and transformation efficiency of 30resource-based cities.Therefore,it is necessary to promote the industrial upgrading and endogenous development of resourcebased cities through innovation driven,make long-term planning for urban transformation through government regulation,and strive to eliminate various blocking factors in the process of urban transformation and development.
