全面建成小康社会背景下中部地区“全面崛起”的实证检验——基于中部地区6省81个地市级政府的绩效考察

An Empirical Test of the“Overall Rise”of the Central Region under the Background of Building a Moderately Prosperous Society in an All-round Way

“全面崛起”是全面建成小康社会的时代背景对中部崛起的内在要求。在全面建成小康社会的关键节点上,中部崛起作为中国经济社会发展的重要环节,应以经济发展、市场监管、社会管理、平衡发展以及政府内部管理等领域的“全面崛起”作为现实目标。综合绩效和分职能领域绩效的评估结果表明,中部地区政府综合绩效整体水平相比其他地区有所下滑,但在市场监管等分职能领域颇具亮点。无论是综合绩效,还是分职能领域绩效,中部地区都尚未实现“全面”的“崛起”。社会管理是中部地区地市级政府综合绩效下滑的关键原因,但“适度”的单极发展有利于全省发展。中部崛起是一项需要长期规划稳步推进的重大工程,加强社会管理,推动“适度”的单极发展,将成为中部地区实现“全面崛起”的重要抓手。

The“overall rise”is the internal requirement for the rise of central region in the background of building a moderately prosperous society in an all-round way.In the key period of building a moderately prosperous society in an all-round way,the rise of central region,as an important link of China’s economic and social development,should take the“overall rise”in the fields of economic development,market supervision,social management,balanced development and internal government management as the realistic goals.Through the evaluation results of the comprehensive performance and sub functional areas in the central region,we can see that the level of the comprehensive performance of the government in the central region has declined compared with other regions,but it is quite bright in the sub functional areas such as market supervision.This shows that:at present,no matter in terms of comprehensive performance or in terms of performance in sub functional areas,the central region has not yet realized the“overall rise”.Further analysis shows that:on the one hand,social management is the key reason for the decline of the comprehensive performance of the municipal governments in the central region;on the other hand,the“moderate”unipolar development is conducive to the development of the whole province.It should be noted that the rise of central region is a major project that needs to be steadily promoted in the long-term planning.Strengthening social management and promoting“moderate”unipolar development may be the starting point for the realization of“overall rise”in the central region.
