浅谈高质量二次发展过程中合作项目的管理——以苏里格南国际合作项目为例

On Management of Foreign Cooperation Projects in the Process of High-quality Secondary Development:Taking South Sulige International Cooperation Project as an Example

中国石油长庆油田分公司自2013年以来,实现连续6年稳产5000×10^4t,公司的发展迫切需求向高质量转变.苏里格南项目是中国石油第一个中方担任作业者的陆上国际石油合作项目,目前已经实现年产量21×10^9m^3,正加快实现年产30×10^9m^3的目标.在地区公司的支持下,学习和借鉴法国道达尔公司等国际石油公司的先进做法,在苏里格南项目开展国际合作项目管理、人才培养、机构设置、综合性低成本开发配套技术等方面的改革试验,探寻一条机构精简高效、人员综合能力强、国际合作素养高的合作发展道路,为油田公司高质量二次加快发展进行一些有益的尝试和探索,为中国石油的深层次改革提供相关参考经验.

The 19 th National Congress of the Communist Party of China clearly put forward that China’s economic development is changing from the stage of high-speed growth to the stage of high-quality development.CNPC has put forward the development goal of promoting the world-class comprehensive international energy company with high quality.Since 2013,Changqing Oilfield Company has been producing 5000×10^4 t stably for six years.The development of the company is in urgent need of high quality.South Sulige project is the first onshore international cooperation project operated by PetroChina.At present,the annual output of the south Sulige project has reached 21×10^9 m^3,and the goal of the annual output of 30×10^9 m^3 is being realized.With the support of regional companies,Changqing Oilfield Company leans from the advanced practices of French Total and other international oil companies,and carries out reform experiments in the management of international cooperation project,the training of personnel,the setting of organization and the comprehensive low-cost development of supporting technologies to explore a cooperative development path with simplified and efficient institutions,strong comprehensive ability of personnel and high international cooperation quality,provide some useful attempts and explorations for the high quality development of the oilfield company,and provide relevant reference experience for the deep-seated reform of CNPC.
