深度贫困地区产业发展与精准扶贫的耦合协调分析--以陕南秦巴山区为例 被引量:1

摘要 深度贫困地区是脱贫攻坚的坚中之坚,以集中连片特困地区--陕南秦巴山区为例,选取陕南三市2009-2018年产业和扶贫数据,通过构建耦合模型,运用熵值法确定权重,对陕南秦巴山区农业、旅游业发展与精准扶贫状况进行评价。结果表明,陕南秦巴山区农业、旅游业发展和精准扶贫的耦合平稳,但耦合度不高,具有较大提升空间,需进一步深度融合和互动协调发展。基于此,从紧抓政策机遇、严格质量标准、加大科技投入三个方面提出政策建议,推动产业转型升级,促进区域经济发展,实现脱贫攻坚与乡村振兴。 Deep poverty-stricken areas are the backbone of poverty alleviation. Taking Qinba Mountains in southern Shaanxi which is a concentrated area of extreme poverty as an example, the development of agriculture, tourism and precise poverty alleviation in Qinba Mountains in southern Shaanxi were evaluated by building a coupling model and using the method of entropy to determine the weights based on the data of industry and poverty alleviation in the three cities of southern Shaanxi from 2009 to 2018. The results showed that the coupling of agriculture, tourism development and targeted poverty alleviation in Qinba mountain area was stable, but the coupling degree was not high, and there was a large space for improvement,which needs further in-depth integration and interactive and coordinated development.Based on this,the policy suggestions were puts forward from three aspects, grasping policy opportunities, strict quality standards and increasing investment in science and technology, promoting industrial transformation and upgrading, promoting regional economic development, and achieving poverty alleviation and rural revitalization.
