社会主义新农村对农村治理的要求是“管理民主”,新时代乡村振兴战略对农村治理的要求是“治理有效”。“管理民主”是指向“程序正义”,强调农村民主治理朝着规范化、制度化方向发展的要求;“治理有效”是指向实现农村善治,强调将“乡村治理依靠农民”的民主与“乡村治理为了农民”的民主结合起来。“治理有效”继承了“管理民主”的“程序正义”理念,并在此基础上对农村民主治理的实践之策做了理性调适。当然,“治理有效”对“管理民主”不仅是一次理想的继承、一次理性的调适,更是一次积极的超越。
