监管作为保证公立医院综合改革顺利进行与改革目标实现的必要条件,对调节医疗市场、提高医疗服务效率、保证公立医院公益性具有重要作用。通过总结杭州市公立医院综合改革过程中的监管实践与特点,指出存在的问题,提出相应的对策,并得出公立医院监管引领并服务于综合改革,公立医院监管改革应当贯彻政府负责、各方协同、公众参与的原则,科学立法、严格执法、政府主导、社会共治是公立医院监管的基本要求等启示。

As a necessary condition to ensure the smooth implementation and the realization of the objectives of the comprehensive reform of public hospitals,supervision plays an important role in regulating the medical market,improving the efficiency of medical services and ensuring the public welfare of public hospitals. By summarizing the practice and characteristics of supervision in the process of the comprehensive reform of public hospitals in Hangzhou City, the paper points out the existing problems, puts forward the corresponding countermeasures, and draws the enlightenment that the supervision of public hospitals should lead and serve the comprehensive reform of public hospitals,the reform of public hospital supervision should implement the principles of government responsibility, coordination of all parties, and public participation. Scientific legislation, strict law enforcement, government leading and social cogovernance are the basic requirements of public hospital supervision.
