摘要 杭州市全面推进公立医院"最多跑一次"改革,持续撬动医疗服务提质增效,革新医院内部运行机制等典型经验,已引起各界广泛关注。文章阐释了杭州市率先全国开展以患者及医务人员为中心、以智慧医疗信息化为手段的公立医院"最多跑一次"改革的框架设计与实践,重点分析了"最多跑一次"在优化患者就医流程、极大改善患者舒心就医体验以及增强医院服务能力等方面的改革成效。提出了完善医务人员院内业务系统、健全医院信息安全机制、助推医院综合改革等建议与展望,为各地加强医院精细化管理以及现代医院治理能力建设提供借鉴与启示。 Typical experience of comprehensively promoting the reform of "One visit for all" in public hospitals in Hangzhou City,continuously leveraging medical services to improve the quality and efficiency,and reforming the internal operating mechanism of hospitals has attracted wide attention. The article explained the framework design and practice of the reform of "One visit for all" in public hospitals in Hangzhou City,which centers on patients and medical staff and takes intelligent medical informatics as a means. And it mainly analyzed the effect of the reform in optimizing patient care procedures,greatly improving the patient comfort experience and strengthening hospital service capacity. Suggestions and prospects were proposed,including improving the hospital business system of medical staff, elevating the hospital information security mechanism, and providing reference and inspiration for strengthening the refined management of hospitals and the capacity of modern hospital governance for other regions.
