杭州市公立医院综合改革绩效评估与实践研究

摘要 随着公立医院改革逐步深化,建立公立医院综合改革绩效评估体系对维护公立医院公益性、发挥医务人员积极性、增强群众获得感具有重要意义。基于杭州市级公立医院综合改革"一减、二调、一补"政策路径,从理论框架的构建、考评目标指标设定、评价流程及方法的选择、评价结果的运用等方面对公立医院改革绩效评估体系进行系统阐述,分析其在公立医院回归公益性、综合能力提升、群众就医获得感的阶段性成效,并在评价主体多元性、评价指标导向性、评价方式客观性等方面提出展望建议。 With the gradual advancement and deepening of the comprehensive reform of public hospitals,the establishment of a scientific performance evaluation system is of great significance to maintaining public hospital public welfare, exerting the enthusiasm of medical personnel and enhancing the sense of mass gain. The paper is based on the policy path of "one reduction,two adjustments and one supplement" for the comprehensive reform of public hospitals in Hangzhou City. And the Performance Evaluation System of Public Hospitals is systematically elaborated from the aspects of the construction of theoretical framework,the setting of evaluation target indicators,the selection of evaluation procedures and methods,and the application of evaluation results,to analyze its return to public welfare,comprehensive ability improvement,and mass patient satisfaction in public hospitals,and put forward the prospects in the evaluation of the diversity of the subject,the orientation of the evaluation indicators,and the objectivity of the evaluation method.
