摘要
城市群一体化交通网是推动交通强国战略和城市群发展的重要支撑,根据国际大都市轨道交通网络功能级配划分,城市群与都市圈轨道交通在功能上有所重合,但也存在明显的差别和侧重。在城市群一体化轨道交通发展中应以实际需求为导向,淡化行政边界;转变需求分析理念,改进和完善客流预测方法;重视出行服务目标差异,提升服务标准;重视不同层级间的整合衔接;运用灵活的运营组织模式支撑通道整合。通过转变传统规划理念,加强城市群轨道交通与上位规划的协调,以及加快PPP模式在轨道交通领域的运用等,实现城市群一体化轨道交通线网建设目标。
The integrated transportation network of urban clusters is an important support to promote the strategy of building China into a country with strong transportation network and the development of urban clusters.According to the function grading of rail transit network in international metropolis,the function of rail transit in urban clusters coincides with that in Metropolitan Area,but there are also obvious differences and emphases.In the development of urban cluster integrated rail transit,we should take actual demand as the guide and dilute the administrative boundary;change the concept of demand analysis,and improve the passenger flow forecasting method;pay attention to the differences in travel service goals,and improve service standards;attach importance to the integration and connection between different rail transit levels;and adopt flexible operating organization models to support channel integration.In order to achieve the goal of the urban cluster integrated rail transit line network construction,it is necessary to change the planning concept and promote the integrated operation mode of rail transit,strengthen the coordination between urban cluster rail transit and higherlevel planning,optimize the planning system;and accelerate the use of PPP model in the field of rail transit.
