摘要
2019年5月至6月,笔者在某国有公司开展问卷调查发现,该公司一体推进"不敢腐、不能腐、不想腐"效果明显,反腐败力度和震慑力大,腐败增量得到有效遏制,职工对公司纪检监察部门信任度较高,监管机制和监督执纪有效,作风建设成效明显,关键人员廉洁度高,党建工作比较有效,职工对反腐败成效满意度高。但调查也发现,担心反腐败对公司发展造成影响,助长腐败的社会心理因素仍然较多,当前社会重利轻义的倾向明显,领导人员八小时之外监督条件不充分,传统价值观念丢失严重、遏制腐败对策针对性不强等阻碍了"三不腐"的一体推进。调查结果表明,未来反腐败需要加大惩治力度,多用非刑罚手段精准惩治,多用身边案例开展警示教育,多措并举实现"不能腐",增强法纪意识和加强制度约束力,进一步上下结合开展监督。
The questionnaire survey was conducted in a state-owned company from May to June 2019,and found that the anti-corruption effect of the company is obvious.The anti-corruption efforts and deterrence are strong,and employees have high trust in the discipline inspection and supervision department of the company.The work style construction has achieved remarkable results,and the key personnel is clean.The party building work is effective and employees are highly satisfied with the effectiveness of anti-corruption.But the survey also found that employees were worried about the impact of anti-corruption on the company’s development.There are still many social and psychological factors contributing to corruption.The society pays attention to the interests but neglects the morals at present.The supervision conditions of the leaders beyond eight hours are not sufficient.The loss of traditional values is serious.The countermeasures to curb corruption are lack of pertinence.The results show that in the future,more efforts should be made to punish corruption.We should take multiple measures to achieve"no corruption",strengthen the awareness of law and discipline and the system’s binding force,and further carry out supervision through a combination of the top and the bottom.
