农村贫困人口的获得感:一个概念的社会学意义及其政策启示

从社会学视角来看,农村贫困人口的获得感是指政府、市场、社会组织等供给主体通过物质和精神等手段开展脱贫攻坚,使农村贫困人口因参与精准扶贫而获得经济利益、政治利益、社会利益、心理利益和文化利益后所产生的具有相对稳定性的主观心理状态。这一界定的政策启示在于:一是要科学区分获得感与幸福感、安全感的异同;二是要建立健全全面的利益评价指标;三是要用包容性的发展理念来指导提升农村贫困人口的获得感。

From the perspective of sociology,the sense of gain of the rural poor population means a relative stable subjective psychological state of the rural poor population after they get the economic,political,social,psychological and cultural benefits by the participation of targeted poverty alleviation,such as the material and spiritual activities conducted by the government,the market,social organizations and others for carrying out poverty alleviation.There are policy implications of this definition.Firstly,we should scientifically distinguish the similarities and differences between sense of gain,sense of happiness and sense of security.Secondly,we should establish and improve the comprehensive benefits evaluation indicators.Thirdly,we need to use inclusive development concept to enhance the sense of gain of rural poor.
