面对重大疫情,必须进行广泛深入的社会动员,快速集中全社会的物质资源和人力资源,在最短时间内实现应急能力最大化。只有充分发挥社会动员的教育引导功能、组织驱动功能和物资集聚功能,才能使群众守望相助,达到群防群控的目的,凝聚起战胜疫情的强大力量。为此,应不断优化社会动员机制,整合精神动员与物质动员,协同组织动员与自发动员,统筹参与动员与竞争动员,兼顾内化动员与惩戒动员,考量合理性动员与合法性动员,融通智能化动员与网格化动员,切实提升紧急状态下社会动员的效能。

In the face of major epidemics,we must carry out extensive and in-depth social mobilization,quickly concentrate the material and human resources of the whole society,and maximize the emergency response capacity in the shortest time.Only by giving full play to the educational guiding function,organization driving function and material gathering function of social mobilization,can we make the masses keep watch and help each other,achieve the purpose of group prevention and control,and gather a strong force to defeat the epidemic.Therefore,we should constantly optimize the social mobilization mechanism,integrate spiritual mobilization and material mobilization,coordinate organizational mobilization and spontaneous mobilization,coordinate participation in mobilization and competition mobilization,give consideration to internal mobilization and disciplinary mobilization,consider rational mobilization and legitimacy mobilization,and integrate intelligent mobilization and grid mobilization,so as to effectively improve the efficiency of social mobilization in emergency.
