党支部领办型合作社发展研究——以山东省招远市西沟村为例

How A Communist Party Branch in China to Lead Cooperatives:Taking Xigou Village in Shandong Province as An Example

通过对农民专业合作社的调查分析,发现党支部领办是农民专业合作社建设成功的上层建筑保障,而实化的集体地权则是农民专业合作社建设成功的经济基础保障。党支部领办的作用主要体现在规划、分配、协调和监管环节,既可以让合作社经营所产生的农业剩余不溢出村庄,又可以为合作社应对各种风险提供坚实支持。党的领导和集体地权实化加上合作社与市场的具体对接,充分体现了新时代中国特色社会主义集体经济的特征。研究认为,新时代农民专业合作社的功能定位应是服务于推动农业现代化和农村现代化,将农民纳入现代职业体系,重新组织农民和再造农村社会,为实现乡村振兴战略提供有力支撑。

Based on the investigation and analysis of an a farmers’professional cooperative,the study found that the leading of the Communist Party branch in China is the successful superstructure guarantee for the construction of farmers’professional cooperatives,and the actual collective land rights is the economic foundation guarantee for the successful construction of farmers’professional cooperatives.The role of the Communist Party branch is mainly reflected in the planning,distribution,coordination and supervision,so that the agricultural surplus generated by the cooperative operation can not overflow the village,and can provide solid support for the cooperative to cope with various risks.The Communist Party’s leadership and realization of collective land rights and the specific docking of cooperatives and the market fully reflect the characteristics of the socialist collective economy with Chinese characteristics in the new era.The study believes that the functional orientation of farmers’professional cooperatives in the new era should serve to promote agricultural modernization and rural modernization,integrate farmers into modern occupational systems,reorganize farmers and rebuild rural societies,and provide strong support for rural revitalization strategy.
