破窗效应视角下“后真相”时代网络谣言的传播与治理分析

Analysis on the Spread and Governance of Internet Rumors in the“Post-truth”Era from the Perspective of Broken Windows Effect

"后真相"时代,不健康的舆论环境成为大量网络谣言肆意繁殖的沃土,各类罔顾事实真相的网络谣言甚嚣尘上。以破窗效应的视角为切入点,依据网络谣言产生到消灭的全过程,从网络谣言的特性、制造者、传播者、监管者、澄清者五个层面深入探析网络谣言大行其道的成因。基于成因分析,从个人层面的道德修养、法制教育;媒体层面的职业素养、传播职能;政府层面的查证渠道、相关机制等角度分析治理网络谣言传播的对策。

In the era of"post-truth",unhealthy public opinion environment has become fertile ground for many network rumors to reproduce wantonly,and all kinds of online rumors that ignore the truth are rampant.From the perspective of broken windows effect as the entry point,according to the whole process of network rumor generation to elimination,and from five levels of the characteristics of network rumors,producers,communicators,regulators,clarifiers,the paper explored the causes of network rumor popularity based on the cause analysis,including the personal level of moral cultivation,legal education;media level of professional literacy and communication function and put forward the countermeasures to tackle the Internet rumors from the government level of verification channels,related mechanisms and other aspects.
