社会主义宏观调控内在规定性及成功机理研究

On the Inherent Regularity and Effective Mechanism of Socialist Macro Adjustment and Control

70余年来,我国宏观调控经历了三个不同的发展阶段:一是计划经济条件下的直接调控阶段,二是计划与市场相结合条件下的宏观调控探索阶段,三是社会主义市场经济条件下宏观调控能力趋于科学化和现代化的新阶段。这一历史进程展现出了社会主义宏观调控的内在规定性:促进国民经济有计划按比例发展、促进社会生产力水平不断提高、促进社会主义生产目的的实现。社会主义宏观调控的成功机理在于,在中国共产党的坚强领导下,实现坚持社会主义基本经济制度、不断深化改革、尊重客观规律三方面的协同。展望未来,我国贯彻宏观计划意图的宏观调控将更加现代化、科学化、精准化、高效化,使国民经济各部门之间实际实现的比例更趋近于应有比例,从而为早日实现中华民族伟大复兴中国梦发挥更好更重要的作用。

Since the founding of new China more than 70 years ago, China’s macro adjustment and control has gone through three different stages: the stage of direct control under planned economy, that of exploring macro adjustment and control under the combination of planning and market, and the third stage of scientific and modern macro adjustment and control under socialist market economy. The inherent regularity of the socialist macro adjustment and control demonstrated in the third stage includes promoting the planned and proportional development of national economy, the continual improvement of social productivity,and the realization of the goal of socialist production;its effective mechanism lies in the coordination between adhering to basic socialist economic system, deepening reform, and respecting objective laws, which was achieved under the strong leadership of the CPC. As we look forward to the future, China’s macro adjustment and control with its macro-control planning will become more modern, scientific, accurate and efficient,narrowing down the gap between the actual proportion and the due proportion among all sectors of national economy, and playing a better and more important role in early realizing the China dream of the great rejuvenation of the Chinese nation.
