基于功能区规划建设推进新型城镇化研究——以成都为例

Study on Promoting new Urbanizationwith the Planning and Construction of Functional Areas——Take Chengdu as an Example

国土空间开发不合理、产城发展不协调是推进新型城镇化发展面临的核心问题。基于解决这个核心问题,成都市探索以主体功能区规划,构建与资源环境相适应的空间布局和城镇体系,引导人口分布与经济布局大体均衡;以产业功能区建设,推动产业错位协同发展,提升产业能级、促进产城融合,为新型城镇化发展提供空间载体和动力支撑,形成了一条以功能区规划建设推进新型城镇化的发展路径。本文坚持问题导向,系统梳理了成都市的探索和实践,并就具有普适性的基本特征进行提炼总结,提出促进新型城镇化发展的建议。

The core problems of promoting new urbanization are the unreasonable development of land and the uncoordinated development of industry and city.In order to solve these problems,the government of Chengdu has tried to take two measures.For one hand,by drawing up the strategy of development priority zones,the government constructs a spatial layout and urban system that are compatible with resources and environment,which can guide the population distribution and economic layout to be generally balanced.For the other hand,by constructing industrial functional areas,the government promotes industrial misalignment and coordinated development to improve the industrial level and the integration of industry and city,which can provide space carrier and dynamic support for the development of new urbanization.What Chengdu has done forms a new method of promoting new-type urbanization.Based on the problem-solving orientation,this paper systematically concludes the practice of Chengdu and summarizes the basic characteristics of its universality.In the end,we put forward the enlightenment and suggestions for promoting the development of new urbanization.
