论智慧公安建设背景下的个人信息保护

Comment on Protection of Personal Information under the Background of Smart Policing Development

随着智慧公安建设的深入推进,学术界对个人信息保护问题的探讨也逐渐增多。为了回应社会质疑,扫除智慧公安建设的舆情障碍,公安机关需要更加重视个人信息保护问题。为此,有必要在个人信息采集、存储、应用等全环节,落实"制度+技术"的个人信息安全保障措施,明确个人信息处理的"合比例"原则,增加个人信息应用的透明度,建立个人信息主体与公安机关的信任关系,推动形成智慧公安建设的社会共识。

With the further development of smart policing,the academic sector tends to frequently probe into the issue of personal information protection.In order to respond to social queries and remove the public-opinion-caused obstacles in the smart policing development,police organs need to pay more attention to the protection of personal information.Accordingly,it is necessary to take personal information security measures based on"system+technology"in the whole process of personal information collection,storage and application,to clarify the principle of"proportionality"in personal information processing,to increase the transparency of personal information application,to establish the trust relationship between the personal information subject and the police organs and to promote the formation of social consensus on smart policing development.
