摘要
辅警是公安力量的重要组成部分。上海公安辅警管理工作是在全国率先推行公安文职制度的基础上发展起来的,起点高、基础厚,有着良好的工作基础。用工模式是辅警管理顶层设计中极为重要的一环,有必要对其进行深入研究。上海公安辅警在队伍雏形阶段便采用了人事派遣的用工模式,总体运行平稳良好。认真总结该用工模式的特点和经验,进一步发挥其制度优势、挖掘其制度潜力,对促进辅警队伍规范管理和提升管理水平具有重要意义。
Police assistants are an important part of police force.The management of Shanghai police assistants is based on the police civilian clerk system first implemented in the country.It has a high starting point,a solid foundation and a good working basis.The employment mode is an important part of the top-level design of police assistant management,so it is necessary to study it further.The bureau has adopted a personnel-dispatching mode in employing Shanghai police assistants at the initial stage,and the overall operation is stable and good.It is of great significance to summarize the characteristics and experience of this employment mode,to further develop its system advantages and to tap its potential so as to promote the standardized management and improve the management level of the police assistant force.
