摘要
在大数据技术应用背景下,消费者个人信用信息通过共享被加工为知识,促进了消费者人格的发展和征信等产业的升级,但同时共享者的组织有序与共享的整体效率之间的矛盾难以调和,从而阻碍了共享功能的实现。运用知识治理原理并借鉴英国沙箱监管等治理经验,通过合理配置治理权限完善共享者的内部组织,确保共享的整体有序,促进共享的高效开展,应对共享可能带来的风险,发挥共享对征信等产业的升级带动功能。
Consumers’credit information has been processed into knowledge through sharing in the big-data context,which promotes the development of consumers’personality and the upgrading of industries,such as credit reporting.Meanwhile,the paradox between the orderly organization of sharers and the overall efficiency of the sharing is hard to reconcile,which impedes the realization of the sharing function.By applying the principle of knowledge governance and drawing lessons from the international governance like the regulatory sandbox in Britain,it is recommended that we should optimize the internal organization of sharers through proper allocation of governing authorization,to ensure the overall orderliness and the efficient conducting of sharing,guard against the possible risks of sharing,and play the role of sharing in facilitating the upgrade of the credit reporting industry as well as other industries.
