民国时期吉林禁烟与地方执政——《盛京时报》视野下的考察

Opium-banning and Local Governing in Jilin during the Period of the Republic of China——An investigation from the perspective of The Mukden Times

民国时期的吉林地区,是当时中国鲜见的持续贯彻禁绝鸦片政策的区域。面对烟毒泛滥、区域内外势力交错的复杂环境,吉林地方政府通过有效的细化配套禁烟政策,运用灵活适当的奖惩措施,保持了清末禁烟运动以来的禁烟成绩。鸦片泛滥是一种社会失范的表现,禁烟成效本质上是执政能力的表现。吉林地方通过对内政策、对外交涉、实施手段、舆论互动等强化了禁烟实施的有效性。通过《盛京时报》对相关事件的报道记载,可以从多维的角度进行审视。虽然直至“九一八”事变,吉林地区并未彻底禁绝鸦片,但其禁烟实施和地方政府执政的经验,可以为后世所借鉴。

During the period of the Republic of China,the opium-banning policy had been implementing in the areas of Jilin.In the complex environment with opium abuse and interlaced forces,the local government of Jilin had maintained the achievement of opium-banning campaign launched since the late Qing Dynasty through effectively detailing the supportive policies of opium-banning and applying flexible and appropriate measures of rewards and punishments.The opium abuse is a manifestation of social anomie,and the achievement of the banning embodies the ruling capacity of the government.The efficiency of the banning had been reinforced by the internal and external policies,measures taken and public interaction.The related reports in The Mukden Times can afford a multidimensional perspective to review the the whole process.Opium abuse had not been thoroughly banned even when the“Sept.18 Incident”broke out,however,the experience of opium-banning policy implementation and local government’s ruling provides reference for later generations.
