高新区发展与全球价值链攀升

The Development of High-tech Zones and the Upgrading of Global Value Chain

积极促进制造业价值链升级是建设制造强国的重要途径,以国家高新区作为地区经济增长的引擎,能否进一步培育出促进制造业价值链升级的推动力,是本文主要的研究视角。本文采用中国2003—2016年省级面板数据,在测算各地区高新区发展水平和制造业价值链水平的基础上,运用计量模型考察了高新区发展对制造业价值链攀升的影响,研究发现:(1)国家高新区已经成为地区经济发展的引擎,积极推动高新区发展有助于地区制造业价值链攀升;(2)国家高新区作为地区制造业价值链升级的引擎,在东部地区及市场化程度较高的地区表现得尤为明显;(3)机制检验结果显示,相比于低端生产性服务业而言,积极引导高端生产性服务业集聚,是依靠国家高新区发展促进制造业价值链攀升的重要途径,这种传导机制不仅仅存在区域和市场化水平的异质性,还在集聚规模上存在门槛效应。在上述结论的基础上,本文给出政策启示。

Actively promoting the upgrading of manufacturing value chain is an important way to build a strong manufacturing country.The main research perspective of this paper is whether the national high-tech zone,as the engine of regional economic growth,can further cultivate the impetus to promote the upgrading of manufacturing value chain.On the basis of measuring the development level of regional high-tech zones and the level of manufacturing value chain,China's provincial panel data of 2003-2016 is used in the paper,and the impact of the development of high-tech zones on the rising value chain of manufacturing industry is investigated through a variety of econometric models.Results are shown as follows.First,national high-tech zones have become the engines of regional economic development;actively promoting the development of high-tech zones will help the regional manufacturing industry to raise the value chain.Second,as the engine of the upgrading of the regional manufacturing value chain,the national high-tech zone is especially obvious in the eastern region and the region with higher degree of marketization.Third,mechanism test results show that compared with the lowend producer services,actively guiding the agglomeration of high-end producer services is an important way to promote the climbing of the manufacturing value chain with relying on the development of the national high-tech zones.This kind of transmission mechanism not only exists in the heterogeneity of regional and market level,but also has threshold effect on the scale of agglomeration.On the basis of the above conclusions,the policy inspirations are provided in the paper.
