制造业创新发展中的制度供给效应研究

Research on Institutional Supply Effect in Innovation Development of Manufacturing Industry

利用2007-2016年30个省份面板数据,文章构建了制造业绿色创新动态面板模型和面板门槛模型,检验了制度供给对制造业绿色创新发展的效应。研究发现:制度供给对制造业绿色创新发展具有双重效应;知识产权制度和财政制度能够显著促进技术创新但短期内二者对创新效率的提升效果不足以抵消产业持续增长带来的环境负面效应;环境制度对当前处于价值链低端的制造业技术创新产生抑制作用,但能够显著改善企业环境污染行为。制度供给对制造业的绿色创新效应根据区位因素变化有所差别,应当制定区域差异化制度政策使制度供给在适宜的区间内充分释放积极效应。由此提出要结合区位因素制定区域动态差异化制度体系、发挥知识产权制度对创新的激励保护作用,尽快释放制度供给效应,调整制造业产业结构以向高端化和服务化发展,从而强化制度供给对制造业绿色创新发展的促进作用。

Based on the panel data of 30 provinces from 2007 to 2016,the dynamic panel model and panel threshold model are constructed to test the effect of institutional supply on the development of manufacturing green innovation. The results show that institutional supply has dual effects on the development of green innovation in manufacturing industry;intellectual property institution and financial institution can significantly promote technological innovation,but in the short term,the promotion effect on innovation efficiency is not enough to offset the negative environmental effects of industrial sustainable growth. Environmental institution has a restraining effect on the technological innovation of manufacturing industry,which is at the low end of value chain,but it can significantly improve the environmental pollution behavior of enterprises. The effect of institutional supply on green innovation of manufacturing industry is different according to the change of location factors. It is necessary to formulate regional differentiated institutional policies so that institutional supply can fully release the positive effect in a suitable range. Therefore,it is proposed that regional dynamic differentiation system should be formulated based on location factors,intellectual property system should play its role in encouraging and protecting innovation,system supply effect should be released as soon as possible,and the industrial structure of manufacturing industry should be adjusted to high-end and service-oriented development,so as to strengthen the role of system supply in promoting green innovation development of manufacturing industry.
