外部介入与内生权力的再整合--对乡村治理公共秩序的思考

Re-integration of External Intervention and Endogenous Power--Thinking on the Public Order of Rural Governance

从新农村建设到新时代乡村振兴战略,反映了党和政府对乡村建设的不断探索。传统以财政投入为源的新农村建设很大程度上改变了农村的硬件设施和面貌,但依然无法解决乡村治理中的诸多矛盾和困境。乡村治理的碎片化导致乡村社会普遍面临制度性输入与乡村自治的张力、公共性式微与村民原子化、基层民主形式化与公共权力的腐败等日益突出的问题。国家权力与农村自治机制的弱质性整合,以及由此而形成的外生性秩序失范和内生性秩序失衡是这些问题的根源。从政治学的角度而言,乡村振兴需要进一步优化乡村治理的公共秩序,优化行政权力与农村自治机制的二元整合,增强乡村社会内部的自我整合能力,进一步打造乡村社会共建共治共享的治理体系,实现乡村社会公共性的再生产,从而构建中国特色乡土社会的良好秩序。

From the new rural construction to the new countryside revival strategy,our party and government never stop exploring rural construction.Traditional idea that the construction should be based on financial input optimized hardware facilities and lineament to a large extent.However,it can’t solve some contradictions and dilemmas of governance.Fragmentary governance causes an aftermath that the rural society now is facing the tension between institutional input and rural autonomy,publicity decline and villager atomization,formalization of grassroots democracy and corruption of public power.The roots of these problems are weak integration of state power and community mechanism,as well as the resulting exogenous and the endogenous disorder.Thus,from a political view,we should optimize countryside public order,integrate administrative power and rural autonomy,enhance the ability of self-integration within rural society through internal and external repair,and build the governance system of co-construction,co-governance and sharing of rural society,realizing the reproduction of countryside publicity.Then we can build a good order of rural society with Chinese characteristics.
