摘要
2013年,测绘地理信息成为公益性行业科研专项试点领域,自实施以来,迅速成为国家科技创新体系的重要组成部分。本文总结了测绘地理信息公益性行业科研专项的实施经验:确立了监管分离的实施模式、严格规范立项过程、健全专项管理各项制度等;分析了测绘地理信息公益性专项在运行过程中存在的问题:项目开支与预算之间的衔接不够紧密、项目立项倾斜化现象明显等;进而提出了对科研管理工作的启示:强化立项需求征集和评审工作广泛征集、强化科研管理制度创新、科学看待科研人员与科研管理人员。
In 2013,surveying and mapping geographic information became a special pilot area for scientific research in non-profit industries.It has quickly become an important part of the national scientific and technological innovation system.Summed up the implementation experience,include the implementation mode of separation of supervision and management,strictly standardize the project approval process,improve the special management system.Analyses the existing problems,include budget and project approval tilting.Furthermore,the enlightenment to scientific research management is put forward,include strengthen the solicitation of project requirements,institutional innovation,and scientific research personnel and scientific research management personnel should be treated scientifically.
