粮食生产功能区划定工作研究——以山东荣成市为例

Delimitation of Grain Production Function Zones:A Case Study of Rongcheng City,Shandong Province

研究目的:总结归纳“两区”划定中粮食生产功能区划定的主要工作方法和工作流程,探讨划定工作中遇到的一些问题的解决办法。研究方法:通过归纳比较法选取工作底图和划定条件,通过综合分析法解决“飞地”问题。研究结果:1)选取基础性数据作为工作底图时,应考虑该地区原有数据的质量和精度,根据自身情况选择合适的方案;2)制定划定条件应因地制宜,平原地区应融合10 m以内地块成区,丘陵和山地为20 m,遵循地势越平整的地区融合距离越小的原则;3)“飞地”问题,应及时对相应地块进行备注说明,或进行全要素调查,建立片块数字空间信息库。研究结论:研究粮食生产功能区划定工作流程和上述问题的解决办法,以期为其他地区“两区”划定工作的顺利开展提供参考。

Research purposes:summarizing the main working methods and work processes delineated in the grain production functional zone delineated in the"two districts",and discussing solutions to some problems encountered in the demarcation of work.Research method:Select the working map and the demarcation conditions by inductive comparison method,and solve the"enclave"problem through comprehensive analysis method.Research results:1)When selecting basic data as the work map,the quality and accuracy of the original data in the area should be considered,and the appropriate plan should be selected according to its own situation;2)The delineation conditions should be adapted to local conditions,and the plain area should be integrated 10 m.The inner block is zoned,the hilly and mountainous areas are 20 m,and the principle that the integration of the terrain is more flat is less;3)the problem of“enclave”should be timely explained to the corresponding land,or the full element Investigate and build a block digital spatial information base.Research conclusions:To study the work flow of the grain production functional zone and the solutions to the above problems,in order to provide reference for the smooth development of the"two districts"demarcation work in other regions.
