土地调查是一项重大的国情国力调查,是查实查清土地资源的重要手段。开展第三次全国国土调查,目的是全面细化和完善全国国土利用基础数据,掌握翔实准确的全国国土利用现状和自然资源变化情况,进一步完善国土调查、监测和统计制度,实现成果信息化管理与共享,满足生态文明建设、空间规划编制、供给侧结构性改革、宏观调控、自然资源管理体制改革和统一确权登记、国土空间用途管制、国土空间生态修复、空间治理能力现代化和国土空间规划体系建设等各项工作的需要。按照《第三次全国国土调查实施方案》等相关文件要求,建立调查成果的县市级自检、省级检查、国家级核查三级检查制度,即每一阶段成果需经过检查合格后方可转入下一阶段。为确保提交国家级核查成果的真实性和准确性,省级检查工作环节必不可少、势在必行。因此,对第三次全国国土调查省级检查工作进行技术分析,为后续调查及检查工作顺利有效开展提供技术支持意义重大。

Land survey is a major national situation and national strength survey and an important measure to verify and identify land resources.The purpose of carrying out the third national land survey is to comprehensively refine and improve the basic data of land use in the whole country,to grasp the current situation of land use and the changes of natural resources in the whole country accurately,to further improve the mechanism of land survey,monitoring,and statistics,to realize the informationalization management and sharing of achievements,and to meet the requirements of ecological civilization construction,land and space planning,supply-side structural reform,macro-control,reform of natural resources management system and Unified Confirmation and Registration,land and space use control,land and space ecological restoration,modernization of space governance capacity and construction of land and space planning system,etc..In accordance with the requirements of the Third National Land Survey Implementation Plan and other relevant documents,a three-level inspection system of county and municipal self-inspection,provincial inspection and national verification of the survey results should be established,thus the results of each stage should be checked and qualified before they can be transferred to the next stage.In order to ensure the authenticity and accuracy of the results submitted to higher authority for verification,provincial inspection is indispensable and imperative.Therefore,it is of great significance to carry out technical analysis on provincial inspection of the third national land survey and provide technical support for the follow-up investigation and inspection work to be conducted smoothly and effectively.
