城市雨洪灾害风险评估及管理研究进展

Research Progress on Risk Assessment and Management for Urban Stormwater

近年来城市雨洪灾害频发,造成了严重的社会经济损失,为降低雨洪灾害损失,同时实现雨洪的资源化,实现社会经济的可持续发展,需要对雨洪灾害风险进行评估并提出相应的管理对策。为此,该文首先分析了雨洪灾害的形成机理;接着,总结和归纳了雨洪灾害风险评估的主要方法,并指出了各种方法存在的优缺点和适用情形;在此基础上,通过对雨洪风险管理技术和措施的分析,构建了雨洪灾害管理框架。最后,根据城市雨洪管理评估研究的重点和难点,提出从大数据智慧城市、自然水生态可持续发展和雨洪灾害风险分散机制等方面进一步开展城市雨洪的风险管理工作。

In recent years, the frequently occurred urban stormwater have caused serious social and economic losses.In order to reduce the losses from stormwater, and to realize the utility of stormwater, it’s necessary to evaluate the risk of it and to put forward the corresponding management countermeasures.Therefore, firstly,the formation mechanisms of stormwater are analyed.Then, the main methods of risk assessment of stormwater are summarized, and the advantages and disadvantages of those methods are discussed.Based on those, the framework of stormwater is constructed.Finally, according to the key points and difficulties of urban stormwater, this paper proposed to carry out the risk management of urban stormwater from the aspects of big data smart city, sustainable development of natural water ecology and risk dispersion mechanism.
