山西省“十四五”时期提升科技创新能力的思路研究

Research on the Thinking of Improving the Scientific and Technological Innovation Ability during the 14th Five-Year Plan Period in Shanxi Province

通过分析"十三五"时期山西科技创新发展的基本情况,概括了山西科技创新的发展现状及存在的问题,基于此,从战略目标、战略方针和战略布局3个方面阐述了"十四五"时期山西提升科技创新能力的总体思路,并提出"十四五"时期山西应实施科技投入倍增、关键技术突破、创新体系效能提升、创新平台集聚整合、创新生态优化五个重大工程。

By analyzing the basic situation of Shanxi’s scientific and technological innovation development during the13 th Five-Year Plan period,this paper summarizes the current situation and existing problems of Shanxi’s scientific and technological innovation,based on this,expounds Shanxi’s overall thinking of improving its scientific and technological innovation ability in the 14 th Five-Year Plan period from three aspects of strategic goal,strategic policy and strategic layout,and proposes that Shanxi should carry out five major projects in the 14 th Five-Year Plan period,i.e. doubling investment in science and technology,breakthrough in key technologies,improvement of efficiency of innovation system,integration of innovation platforms and optimization of innovation ecology.
