南亚地区一体化进程的阻碍因素

随着全球化的发展,国际社会中越来越强调地区合作以及全球合作,国家作为单独的行为体,与其他国家密不可分,国家之间的互动愈加依靠地区和国际的合作平台。地区一体化成为不可阻挡的趋势,欧洲和亚洲也出现了成功的地区一体化的组织和模式。尤其是在亚洲,东南亚地区的一体化进程就具有典型的代表性,东南亚地区的一体化组织模式也为东南亚的国家带来了巨大的发展机会,正因为如此,东南亚地区才能在国际舞台上发挥重要的作用。在中国提出“一带一路”后,东南亚地区也有能力抓住机会实现进一步的发展。相较之下,南亚地区的一体化没有成型,南亚地区国家的发展仍然呈现零散化,在当今地区互联互通的发展潮流中,南亚地区也无法抓住发展机会,南亚地区国家因此陷入尴尬境地。南亚地区作为连接中亚和中东以及东南亚的枢纽,其一体化进程的发展直接影响到这些地区的互联互通,中国“一带一路”的发展也需要解决这一问题。南亚地区之所以没有形成一体化的模式有其自身的原因,文章就梳理南亚地区一体化进程的同时,将南亚地区一体化与全球部分成功的地区一体化进程进行对比,从而阐明南亚地区一体化进程现状,在此基础上分析影响南亚地区一体化进程的因素,并从南亚地区一体化受阻的因素中分析南亚地区一体化进程发展目前可以依托的路径。

With the development of globalization,the international community has increasingly emphasized regional cooperation and global cooperation.As a separate actor,the state is inseparable from other countries,and the interaction between countries is increasingly dependent on regional and international cooperation platforms.Regional integration has become an unstoppable trend,and organizations and models of successful regional integration have emerged in Europe and Asia.Especially in Asia,the integration process in Southeast Asia has a typical representativeness.The integrated organization model in Southeast Asia has also brought huge development opportunities to Southeast Asian countries.Because of this,Southeast Asia can play an important role on the international stage.After China introduced the"Belt and Road",Southeast Asia also has the ability to seize the opportunity to achieve further development.In contrast,the integration of South Asia has not taken shape,and the development of countries in South Asia is still fragmented.In the current development trend of regional connectivity,South Asia cannot seize development opportunities,and countries in South Asia are in an embarrassing situation.As a hub connecting Central Asia and the Middle East and Southeast Asia,the development of the integration process directly affects the interconnection of these areas.The development of China's"Belt and Road"needs to solve this problem.The reason why the South Asia region does not form an integration model has its own reasons.This paper compares the integration process of South Asia with the successful regional integration process in the South Asia region,and clarifies the integration of South Asia.Based on the current situation of the process,this paper analyzes the factors affecting the integration process in South Asia,and finally analyzes the path that can be relied upon in the development of the integration process in South Asia from the factors hindered by the integration of South Asia.
