基于Super-SBM模型的福建省节能减排效率评价

摘要 建立节能减排效率评价的指标体系,运用DEA中的Super-SBM模型,首先对福建省2005~2017年期间13年的节能减排效率进行纵向比较分析;其次对福建省9个设区市2016及2017年的节能减排效率进行横向实证研究.结果显示:2017、2010和2013年这3年节能减排效率达到DEA相对有效,节能减排效率随时间推移效率在不断地提高;9个设区市中2016年有4个达到了DEA相对有效,2017年达到了5个.研究结论认为,福建省必须提高能源的使用效率,优化能源消费结构,加快产业的转型升级,为实现绿色经济可持续发展提供保障. The index system is established on energy saving and emission reduction efficiency evaluation based on the Super-SBM Model in DEA.This paper first makes a vertical comparative analysis of the energy conservation and emission reduction efficiency of Fujian Province during 2005~2017,and then makes a horizontal empirical study on it in nine cities of Fujian in 2016 and 2017.The results show that the energy conservation and emission reduction efficiency in 2017,2010 and 2013 is relatively effective at DEA,which has been continuously improved with time,and four of the nine cities is of DEA effective in 2016,while five in 2017.The conclusion is that Fujian must improve energy efficiency,optimize consumption structure,accelerate industrial transformation and upgrading,and provide guarantee for the sustainable development of green economy.
