Realization Degree of Basic Public Service Equalization:Evaluation Elements and Dimensions

构建基本公共服务均等化实现程度评价体系对于推进基本公共服务高质量发展、全面建成小康社会具有重要意义。基本公共服务均等化实现程度的概念具备理论与政策工具属性,为均等化评价研究提供了过程监测的新视角,并有力回应了现有相关研究存在的评价范围模糊、视角混乱等论争。在基本公共服务均等化实现程度核心概念的基础上,以罗尔斯正义三要素论为基础,分析基本公共服务均等化的价值诉求与政策目标等评价要素的内在关联与耦合,由此构建了基本公共服务均等化实现程度的三重评价维度,即政策环境公平、供给水平发展和人民群众满意,为基本公共服务均等化实现程度评价提供了理论支撑。

Establishing an evaluation system for the realization degree of the basic public services equalization is of great significance for promoting the high-quality development of basic public services and building a Xiao-Kang society.The concept of the realization degree of basic public service equalization has the dual attributes of theory and policy tools,which provides a new perspective of monitoring for equalization evaluation research,and it strongly responds to existing debates such as fuzzy evaluation scope and confused perspective.Based on the core concept of the realization degree of basic public service equalization and a theory of justice by John Rawls,this paper analyzes the intrinsic connection and coupling of evaluation elements such as the value demands and policy objectives of basic public service equalization,and thus constructs the three-dimensional evaluation of the realization degree of equalization of basic public services,that is,a fair policy environment,the development of supply levels,and the satisfaction of the people.This paper provides theoretical support for the evaluation of the realization degree of basic public service equalization in the future study.
