环境知识、政府工作评价对公众环境友好行为的影响

环境治理问题已成为当务之急,研究环境知识、政府工作评价对公众环境友好行为的影响,可为完善政府职能,构建全社会共同参与的环境治理体系,实现建设美丽中国提供政策建议。基于2013年中国社会综合调查(CGSS)数据和中国统计年鉴数据,运用OLS模型和Tobit模型探讨了环境知识、政府工作评价对公众环境行为的影响,克服主观变量间反向因果关系所导致的潜在内生性问题,选取“2013年政府工作报告中出现与环境相关词汇的比重”和“您是否知道本社区委员会(或村委会)是如何产生的”作为工具变量,采用2SLS模型进行了内生性分析和稳健性检验。结果显示:1)环境知识与环境友好行为为正向相关关系;2)中央政府工作评价与地方政府工作评价对公众实施环境友好行为存在差异,其中地方政府工作评价与环境友好行为为正向相关关系,而中央政府工作评价对环境友好行为的影响不显著。因此,提高公众环境知识储备,提升公众对政府工作评价的满意度,对公众实施环境友好行为具有积极作用。

The issue of environmental governance has become a top priority.The study of environmental knowledge and the impact of government work evaluation on the public’s environmentally friendly behavior will provide policy Suggestions for the improvement of government functions,the construction of an environmental governance system with the participation of the whole society,and the construction of a beautiful China.Based on the data of China comprehensive social survey(CGSS)and China statistical yearbook in 2013,OLS model and Tobit model were used to explore the impact of environmental knowledge and government work evaluation on public environmental behavior.Further,in order to overcome the subjective variables caused by reverse causality between potential endogeneity problem,select the“government work report in 2013 and the proportion of environment related words”and“do you know about this community committee(or the village committee)is how to produce”as a tool variables,the 2 SLS model is used for organic analysis and robustness testing.The results show that:1)there is a positive correlation between environmental knowledge and environmentally friendly behavior;2)there are differences between the central government work evaluation and the local government work evaluation on the implementation of environmentally friendly behaviors among the public,among which the local government work evaluation is positively correlated with the environmentally friendly behaviors,while the central government work evaluation has no significant impact on the environmentally friendly behaviors.Therefore,to improve the public’s environmental knowledge reserve and improve the public’s satisfaction with the government’s work evaluation has a positive effect on the public’s implementation of environmentally friendly behaviors.
