摘要
针对目前我国流域生态保护修复的迫切需求,及十四五时期生态保护修复面临的良好形势,文章在梳理国际流域生态保护修复研究进展的基础上,从生态修复的基线调查、优先领域、修复目标与要求,项目的实施、监测与评估、验收与考核机制、适应性管理和维护等方面提出了流域生态修复项目的管理规程,针对我国流域生态修复项目管理提出了四点建议:(1)完善生态保护修复科技保障体系;(2)全面落实河长制和湖长制;(3)建立生态修复资金长效保障机制;(4)提升流域监测水平。
In view of the urgent needs ecological protection and restoration in China’s watershed,and the good situation of ecological protection and restoration in the fourteenth Five-Year Plan period,based on the review of the research progress of international watershed ecological protection and restoration,the paper studies the baseline survey,priority areas,restoration objectives and requirements,project implementation,monitoring and evaluation,acceptance and assessment mechanism,adaptive management and maintenance,and puts forward the management regulations for watershed ecological restoration projects.And also proposes four suggestions for the management of watershed ecological restoration project in China:(1) improving the scientific and technological guarantee system for ecological protection and restoration;(2) fully implementing the river and lake system;(3) establishing a long-term guarantee mechanism for ecological restoration funds;(4) enhancing the level of watershed monitoring.
