摘要
国土空间用途管制是自然资源部"两统一"职责的重要组成部分,是科学合理利用国土空间的重要举措,是实现可持续发展和生态文明建设的重要抓手。文章在分析部分地区在探索构建国土空间用途管制制度体系面临的实际问题基础上,从全要素计划管理体系、国土空间准入许可制度、全过程国土空间开发许可制度及国土空间用途管制监管与预警机制等角度,提出具有一定操作性的政策建议。
The control of territorial space use is an important part of "two unified" responsibility of the Ministry of Natural Resources,an important measure for the scientific and rational utilization of territorial space,and an important support for the implementation of sustainable development and the construction of ecological civilization.Based on the analysis of the practical problems faced by some regions in the exploration and construction of the control system of territorial space use,the paper puts forward some operational policy suggestions from the perspectives of the whole factor planning management system,the territorial space access permission system,the whole process territorial space development permission system,and the territorial space use control supervision and the warning mechanism.
