城市政府发展校友经济的可持续路径探析--以西安市为例

Research on Sustainable Path of Municipal Government to Develop Alumni Economy--Taking Xi’an as an Example

武汉、西安是校友经济规模较大的城市,两个城市都创新了校友和校友经济的内涵,使"校友"和"校友经济"从校园走向城市。西安市自2017年底推行校友经济以来,通过提供一流政务服务、支持设立研发中心等措施,取得了凝聚共识、吸纳资源、建设智库、促进就业等成效。但西安市校友经济的发展也存在着项目落地率偏低、校友企业满意度偏低、可持续性不强、对经济贡献度不高等问题和舆情、违约、问责等方面的风险,其主要原因在于校友经济的发展缺乏制度安排、统筹规划、能力评估和互惠机制。厘定制度框架、完善政策体系,做好顶层设计、科学统筹规划,评估整体实力、做到精准对接,构建互惠机制、激发高校动力等是西安市促进校友经济发展的可行路径。

Wuhan and Xi’an are two cities with large scale of alumni economy. Both of the cities have created the meaning of alumni and alumni economy and transform them from campus to city. Since the implementation of alumni economy from 2017, Xi’an has achieved better consensus, absorbed more resource, built think tank, and promoted the employment, by delivering first-class government services and supporting the establishment of R & D centers. But the major problems include low rate of program application, low satisfaction of alumni, weak sustainable development, low contribution to the economy, and the risk of public opinion, contract violation, accountability, mainly due to lack of institutional arrangement, systematic plan, capability appraisal, and mutual mechanism. This paper indicates that it is feasible to promote the alumni economy in Xi’an by making the specific framework, perfecting the policy system, making top-level design and scientific overall planning, evaluating the overall strength, achieving accurate connection, building a reciprocal mechanism, and stimulating college motivation.
