财政金融协同支农耦合关系及其空间效应研究

Study on the Coupling Relationship Between Fiscal and Financial Cooperative Agriculture and Its Spatial Effects in China's Provinces

论文运用耦合协调度模型测度我国各省的财政支农与金融支农耦合协调水平,并通过空间计量方法揭示耦合水平的空间相关性及其影响因素。结果显示,全国整体及东中西部均恰好处于高度耦合协调阶段,但耦合水平值仍然偏低,且存在显著的空间正向集聚关系;经济发展质量、政府重视力度、农村信贷投入及社会支持水平是耦合水平提升的显著促进因素。因此,论文认为,政府须结合各方资源推动全国整体均衡发展,并采取优惠政策促进财政金融支农体系相协同。

The coupling coordination degree model is used to measure the coupling coordination level of fiscal support for agriculture and financial support for agriculture.Then the spatial correlation of coupling level and its influencing factors are revealed by spatial measurement.The results show that the whole country and the East,the middle and theW est are just in the stage of high coupling and coordination.However,the coupling coordination level is still low,and there is a significant positive spatial agglomeration relationship.The results indicate that the quality of economic development,the government's attention,the level of rural credit investment and social support are the significant factors to promote the coupling level.Therefore,the government should promote the overall balanced development of the whole country in combination with all kinds of resources,and take preferential policies at the same time to promote the coordination of financial and agricultural support system.
