摘要
基于政策工具视角,文章构建"政策工具-科技人才发展阶段-人才响应"的多维分析框架,选取北上深南合杭六市为样本,运用NVivo软件,通过文本编码对2012-2018年间科技人才政策文本进行规范的比较分析,并借助人才对政策的响应研究政策实施效果。研究发现六市人才政策呈现不同的发展态势,即北京、上海和南京的政策二维分布图呈"T"型,深圳、合肥的政策二维分布图呈"O"型,杭州的政策二维分布图呈"点"型;同时,北京与合肥的引进和培养政策成效显著,南京的效果不佳。北京、深圳和南京的激励与管理政策成效较高,组织型政策工具的成效显著。
Based on the perspective of the policy instruments, a multidimensional analysis framework of "policy instrument-sci-tech talent development stage-talent response" is structured to analyze the differences of the sci-tech talent policy texts from 2012-2018, and the talents’ responses to policies are studied to see the effect of policy implementation with samples chosen from the six cities of Beijing, Shanghai, Shenzhen, Nanjing, Hefei and Hangzhou using NVivo and textual coding, which finds that the two-dimensional maps of policies in Beijing, Shanghai, and Nanjing appear "T", while in Shenzhen and Hefei are "O", and in Hangzhou is "dot". Meanwhile, the introduction and training policies of Beijing and Hefei have achieved remarkable results, while Nanjing has not achieved a satisfied result. The policies of incentives and management in Beijing, Shenzhen and Nanjing have achieved high results and the effectiveness of organizational policy tools is remarkable.
