Analysis and Countermeasures of System,Mechanism and Pricing Issues for Shanghai Urban Sewage and Drainage Industry

系统性梳理改革开放以来上海城市排水行业体制机制费制调整的内容和特点,分析了上海城市排水目前的体制机制费制及其优劣,剖析了北排集团、深圳水务、重庆水务等国内水务成功案例,提炼了东京都城市管理的先进经验,提出改善上海城市排水行业体制机制费制的对策与思考。

Since China’s reform and opening-up,several turns of reform about system,mechanisms and pricing issues of Shanghai urban sewage and drainage system have been carried out.The contents and features in each round of reform are systematically summarized.The current situation about this field is illustrated.The advantages and disadvantages are analyzed.Besides,some successful domestic cases in this field are studied,such as Beijing Drainage Group,Shenzhen Water Group,Chongqing Water Group,and so on.The advanced city management experience of Tokyo is also refined.The countermeasures and considerations to improve in this field are proposed.
