摘要
为了考察河长制的实施效果,分析河长制运行的影响因素,进而探索河长制长效维持机制,从绩效管理视角分析了河长制工作推行的不同阶段,发现不同阶段的绩效结构与激励维度不同:指导与计划阶段以任务绩效为主,适应性绩效次之,外在压力与内在转变起到激励作用;管理与支持阶段以关联绩效为主,自主空间与协商沟通为激励维度;考察与评估阶段以关联绩效为主,激励维度是外在考评与公开考评;发展与奖励阶段以适应性绩效为主,正负激励作为激励行为的维度。针对不同激励维度,进一步提出了建立绿色发展机制、推进自主与沟通制、形成考评公开通报制与发展正负激励制的建议。
In order to investigate the implementation effect of river chief system, analyze the influencing factors of river chief system operation, then explore the long-term maintenance mechanism of river chief system, this paper analyzed the different stages of river chief system implementation from the perspective of performance management, and found that the performance structure and incentive dimension are different in different stages. In the guidance and planning stage, task performance is the main priority, adaptive performance is the second, and external pressure and internal transformation play an incentive role;The management and support phase is mainly related to performance, with autonomous space and negotiation and communication as the incentive dimension;The inspection and evaluation stage is mainly related to performance, and the motivation dimension is external evaluation and public evaluation;In the development and reward stage, adaptive performance is the main factor, and positive and negative incentives are the dimensions of incentive behavior. Aiming at the different incentive dimensions, this paper further puts forward some suggestions on establishing green development mechanism, promoting autonomy and communication system, forming public notification system of evaluation and developing positive and negative incentive system.
