地方高校发展规划质量决定高校事业发展水平,提高地方高校发展规划编制质量,要求发展规划要符合经济社会发展大势、高等教育发展趋势和高校自身实际,坚持发展目标、举措、保障相统一,坚持民主集中制的决策程序,科学构建高校发展规划体系,加强发展规划研究,大力加强发展规划队伍建设。为此,实现高质量发展规划引领地方高校高质量发展,要求编制发展规划的重点是找准办学定位、彰显办学特色、打造办学品牌,难点是统筹配置学校各种办学资源,还应处理好适应与引领、教学与科研、学术与行政、硬实力与软实力这四对关系。

High-quality development of local colleges and universities cannot be separated from the guidance of high-quality development planning that determines the level of universities’ development as a general design and plan for local universities to implement the decisions of the central and provincial CPC committees, and the orientation of schools running, and provide solutions to difficult problems for cohesion. The quality development planning of local colleges and universities requires its conformity to the general trend of the economic and social progress, the higher education and the reality of higher learning institutions, adherence to the unity of development goals, measures and guarantees, to the decision-making process of democratic centralism, and to scientific development planning of colleges and universities, and strengthens the research of development planning and the construction of planning teams. Therefore, it is vital to handle the major issues of position, characteristics and brand, establishment, and coordinate the resources and interactions of guidance and adaptation, teaching and research, academy and administration, and hard power and soft power.
