皖北地区露天采石矿山地质环境问题防治对策

Prevention and Treatment Countermeasures of Geological Environment Problems in Opencast Quarries in Northern Anhui

根据新时期新形势下矿山生态环境管理需要,以最新一轮矿山地质环境调查成果为基础,客观分析了皖北地区露天采石矿山地质环境问题现状,总结了以往治理恢复成效和不足,结合区域自然地理地质条件、矿产开发利用情况,阐明了皖北地区露天采石矿山地质环境保护与治理对象主要是露天采场和工业广场,治理恢复措施包括降顶除险、削坡卸载、边坡加固、回填平整场地、修建截水沟、复绿、监测和安全防护等,同时提出了发挥地方政策优势、创新治理模式、探索设计新途径、加强新技术应用等行政对策和建议。

Based on the demand for mine ecological environment management in the new era and under new circumstances and the newest results of mine geological environment survey,this paper objectively analyzed the existing geological environment problems of opencast quarries in Northern Anhui and summarized the efficiency and deficiency of management and recovery work in the past.By taking the regional physical geological conditions and mineral exploitation and utilization into consideration,it clarified that objects of geological environment protection and governance of the opencast quarries in this area are the open pit and industrial squares.Measures of management and recovery include lowering the top for danger release,cutting slopes and unloading,slope reinforcement,backfilling and leveling sites,building intercepting drain,restoring greenery,monitoring and safety protection.It also put forward such administrative countermeasures and suggestions as taking advantage of local policy,innovating governance models,exploring to design new approaches and strengthening the application of new technologies.
