摘要
河北省水资源严重短缺,却历来承担着保护首都用水安全和生态环境等重要使命,针对河北省日益尖锐的水资源供需矛盾,结合河北省水资源现状和当前政策主导下的水资源配置格局,开展了河北省水资源优化配置研究,提出了多目标水资源优化配置模型,并将外调水配置模型最优解作为区域水资源配置的约束条件,对模型进行二次求解。结果表明多目标水资源优化配置模型能在有限水资源供给条件下,按照稳定、公平、高效及可持续发展的目标合理分配各类水源,为水资源管理部门进行水资源优化配置提供决策依据。
Hebei Province has a serious shortage of water resources while it is undertaking the important mission of protecting water safety and ecological environment of Beijing. Based on supply-demand contradiction of water resources, the current situation of water resources and the policy dominated water allocation in Hebei Province were combined with, the research on the optimal allocation of water resources was carried out. A model of multi-objective optimal allocation of water resources was proposed and the optimal solution of transferring water allocation model was used as one of the constraint conditions for regional water resources distribution to further solve model. These results show that the model of multi-objective allocation of water resources could reasonably allocate water sources by following the object of stable, fair, efficient and sustainable development based on limited water supply.The model could provide a decision-making basis for water resources management departments to optimize water allocation.
