公民警校的建立是社会治理创新中多元主体共同治理的实践,也是“共建共治共享”新格局下公民参与的重要形式。如何划清公众参与警察任务的界限,如何从物质激励转变为公民自主参与公共事务管理活动,是公民警校建设中亟待解决的问题。

The establishment of the Citizen Police Academy is a practice of joint governance by multiple subjects in social governance innovation,and also an important form of citizen participation under the new pattern of“joint construction,joint governance and shared benefit”.As an important form of“citizen participation”in the new pattern of social governance,how to draw a clear line between public participation in police tasks and how to transform from material incentives to citizens’independent participation in public affairs management is a problem that needs to be considered.
